Ever since his identity was stolen at the end ofBoruto:Naruto Next Generationsand he was falsely accused of killing his father, Konoha has branded Boruto as Public Enemy No. 1. This designation typically comes with strict security measures — such as heightened surveillance and dedicated task forces — aimed at neutralizing individuals deemed a major threat to the community. However, as the series revealed,Konoha’s security has fallen far from the standards upheld when the Seventh Hokage was in charge.

This points to a larger issue for the village, which has emerged quietly during the course of the series. With Naruto disappearing (and presumed dead) at the end ofBorutopart 1,Konoha seems to have lost much of its power.Shikamaru is the weakest Hokage in historyin terms of raw fighting strength, and Kawaki has been clearly slacking off, as proved by his first humiliating confrontation with Boruto after the times-kip. It seems that Konoha has gotten too complacent, which may end up causing its destruction, as seen in the flash-forward at the beginning ofBoruto.

Boruto’s Confinement and Interrogation Ignored His Level Of Danger

Rather The Top Level Threat, Boruto Was Treated As If He Still Was The Hokage’s Son

InBoruto: Two Blue VortexChapter #14, Boruto finds himself being interrogated bythe ambitious and deceptively powerful Konohamaru Sarutobi, along with Ibiki Morino, a senior leader in Konoha’s interrogation unit. Additionally, Boruto is restrained with handcuffs designed by Amado, one of the foremost experts in scientific ninja technology and Otsutsuki tech. In theory, the security measures deployed to restrain Boruto should have been more than sufficient to keep him contained.

Despite the supposedly robust security measures in place, Boruto managed to escape thanks to the swift thinking of Shikamaru, who was observing from an adjacent room, and Mitsuki, whom Shikamaru quickly persuaded to aid Boruto. During the encounter, Boruto revealed little new information, mostly confirming what Konoha’s security had already deduced on their own. However, he did make a significant declaration: Naruto and Hinata are still alive.

The security measures used to keep him in custody were laughably inadequate. As the most wanted criminal for the past three years, his reappearance is especially concerning giventhe current threat posed by the Divine Trees. Most critically, Boruto is alleged to have murdered Naruto, one of Konoha’s most powerful shinobi, highlighting the unacceptable lapse in security. The village elders have rightly pointed out that the operation bordered on criminal negligence, and it’s worth noting that even Eida’s Omnipotence would not have excused such egregious security failures.

Firstly, being wanted for killing a Hokage should have been a clear warning, especially considering the history of Konoha. In the past,three Hokage before Naruto were assassinated, and given the exceptional skills and abilities required to hold the position, it is clear that their murders were carried out by mighty foes - not ordinary rogue ninjas. Secondly, there is a significant personal history between Konohamaru, Naruto, and Boruto. As fans of theNarutoseries will recall, Konohamaru was deeply familiar with Naruto’s life and abilities. He was even the one who convinced Naruto to teach him the iconic Rasengan technique. He would goon to teach Borutothe technique as well.

Boruto Will Connect to Naruto’s Biggest Unsolved Mystery, and the Result Will Be Explosive

One of the biggest mysteries in the Naruto franchise, the identity of the deity Jashin, could come back to connect to another big Boruto mystery.

Third, there are obvious concerns about entrusting the village’s security, particularly against its most wanted criminal, to Amado —himself a former most wanted criminal and a former subordinate of the Otsutsuki Clan, the village’s long-standing enemy. Moreover, their use of Amado’s so-called “Chakra modulation” handcuffs was questionable. While handcuffing a suspect behind their back is standard law enforcement procedure, exceptions are often made during interrogations, especially when the suspect is in a secure, confined space or when authorities need a clear view of the suspect’s hands.

Considering these points collectively, it becomes evident that Konoha’s security measures fell short in ensuring Boruto’s detention. Given their awareness of past Hokage assassinations and Boruto’s unique skill set, which had undoubtedly intensified during his three-year absence, the authorities should have recognized that he was no ordinary fugitive. Consequently, despite Konohamaru and Ibiki’s expertise,it would have been prudent to have more high-ranking shinobi presentduring the interrogation to counter Boruto’s exceptional abilities.

Second, there was absolutely no reason to rely on Amado’s technology to secure their most wanted criminal. Regardless of what Amado has done to prove his loyalty, when the stakes are this high, common sense dictates that any technical measures used on Boruto should have come from Konoha’s own scientific ninja tech unit or other means to diminish, block, or otherwise disrupt his Chakra flow. Relying on Amado invited failure.

Finally, while Boruto is considered extremely dangerous, it would have been more practical to handcuff him in the front, where his hands and fingers would be fully visible. This would have allowed Konohamaru and Ibiki to immediately detectif Boruto was attempting to perform a hand sign. More importantly, it would have prevented Mitsuki from secretly entering the unlock code that Shikamaru had given him. Even trusting the abilities of the lock, Boruto’s alleged dangerous nature warranted extra-special security measures, which were not deployed.

In both instances, when Konoha faced an existential threat during Naruto’s time as Hokage — against Momoshiki and Isshiki — Naruto ensured that the village’s strongest shinobi, Sasuke and himself, were at the forefront of the defense. While Shikamaru’s lack of involvement in the interrogation was understandable given his work with Boruto, including someone like Delta, Kawaki, or a senior ANBU operative would have made more sense. Although these measures wouldn’t have guaranteed that Boruto remained in custody, they would likely have been more effective in securing him or, at the very least, makingBoruto’s escape more difficult.
